Oakridge Park marks one of the most extensive urban redevelopment projects in Canadian history. Eight years and $6.5 billion in the making, the former Oakridge Centre mall has been transformed into a mixed-use retail and residential hub spanning 28 acres across eight city blocks in Vancouver.

Blackbird Security’s construction site security guards have been on site protecting Oakridge Park’s development, providing security across Vancouver’s busiest and most complex build site. This blog will cover what construction site security at a project of this scale involves, and what Blackbird’s team has been doing on the ground, before and after the mall’s official opening in May, 2026.

Key Takeaways

  • Oakridge Park is Canada’s largest redevelopment project, and Blackbird Security has provided construction site security throughout its multi-year build.
  • Securing an active construction site in a dense urban area requires managing public safety, access control, and theft prevention simultaneously.
  • Blackbird Security’s role at Oakridge Park includes safeguarding the entrance to the Oakridge-41st Avenue SkyTrain station, managing the busy surrounding road network, and protecting the site itself.
  • Even with the mall’s first phase now open, construction continues, and so does Blackbird Security’s presence on site.

About Oakridge Park

Formerly Oakridge Centre, the new Oakridge Park is a massive mixed-use property spanning 28 acres. While the retail portion of Oakridge Park is now open, including its highly anticipated Time Out food court, the fully completed development will include:

  • 1.2 million sq ft of retail space
  • Over 3,300 homes
  • 800,000 sq ft of office space
  • A nine-acre rooftop public park
  • A community centre
  • A Vancouver Public Library branch, returning from the old Oakridge Centre
  • Social housing

Oakridge Park is the largest single development in Vancouver since Olympic Village was built for the 2010 Winter Olympics, and it’s Canada’s largest ever redevelopment project overall. Construction on its residential towers will continue through to 2029.

Additionally, Oakridge Park is situated at the intersection of Cambie Street and West 41st Avenue. It sits just steps away from the entrance to the Oakridge-41st Avenue Canada Line SkyTrain station, one of Vancouver’s busiest transit hubs that connects the Canada Line to the R4 bus route.

Blackbird Security’s Roles at Oakridge Park

As we’ve already discussed, Oakridge Park is a sprawling site with many different areas, each with their own unique challenges. Throughout construction, our construction site security guards have monitored and patrolled them all. Here’s an overview:

Oakridge-41st Canada Line Station Entrance

The station entrance to the Canada Line remained open throughout the Oakridge Park build. With construction happening just meters from a heavy flow of pedestrian traffic and the entrance partially obscured by scaffolding and fencing,  keeping the station entrance orderly was a priority.

Blackbird Security guards stationed at the station entrance have directed pedestrian traffic, answered questions, and provided visible protection. Having a uniformed guard at this site reassured members of the public that help was nearby if needed, while also deterring potential trespassers.

Perimeter Security

Controlling who enters and exits a 28-acre active construction site is a complex task. Since Cambie Street and West 41st are two major arterial roads in Vancouver, with thousands of pedestrians passing through daily, managing Oakridge Park’s perimeter has been a critical part of our role on site.

Our construction site security guards have managed access points throughout the build to ensure that only authorized contractors, workers, and visitors can access the site. While stationed at the perimeter, our guards have helped direct pedestrian traffic, manage roadside safety concerns, and monitor for unauthorized access attempts.

Throughout Oakridge Park’s construction, offices and medical clinics that were part of the original Oakridge Centre remained open, with visitors and employees needing to pass construction areas to access the building. Managing this flow of pedestrian and vehicle movement has required close monitoring.

Theft Prevention

Construction sites are frequent targets for equipment and material theft, as well as vandalism. This is especially true on long-running projects like Oakridge Park, where assets accumulate over time. The presence of our construction site security guards has deterred opportunistic theft and vandalism while allowing for concerning behaviour to be addressed immediately.

We have also provided mobile patrol security coverage overnight and after hours to ensure Oakridge Park remains protected outside of working hours, when the risk of theft is highest.

Ongoing Security as the Mall Opens

Although the first phase of the mall opened to the public in May 2026, construction on the remaining residential towers will continue through to 2029. Our construction site security guards remain on site, now managing the added complexity of a highly active retail space operating beside ongoing construction.

FAQs About Construction Site Security

What does construction site security entail?

Construction site security includes controlling who enters and exits the site, conducting patrols, preventing theft and vandalism, and managing public safety. At large, central construction sites like Oakridge Park, this also means monitoring pedestrian safety near busy roads and transit areas.

Why do construction sites need security?

Construction sites are common targets for theft and vandalism, especially on long-running projects where equipment and materials build up over time. In busy areas, keeping the public safe near the construction site is critical. Without a dedicated construction site security team, these risks are difficult to manage.

How does security change when a construction site transitions to an open retail space?

When a site goes from active construction to an open retail space, the security needs change drastically. Guards now have to manage shopper safety while construction continues at other parts of the site. Access control changes to account for increased foot traffic, and the focus expands from protecting assets and securing the perimeter to creating a safe, welcoming environment for visitors. At Oakridge Park, Blackbird Security has navigated this transition directly, with residential tower construction set to continue until 2029.

Does Blackbird Security provide construction site security outside of Vancouver?

Yes. Blackbird Security provides construction site security across Canada, including in Toronto, Calgary, Edmonton, Winnipeg, and other major cities. No matter the location, we start by assessing the site's risks and needs before building a security plan around them.

Are security providers in Canada regulated?
Yes, most countries and regions (including Canada) have licensing bodies and regulations that govern security providers. Check local laws to ensure your provider complies with these standards.
How do I measure the effectiveness of security measures?
Measuring the effectiveness of security measures involves tracking key performance indicators (KPIs) to evaluate how well systems and personnel are meeting safety and asset protection goals. Start by analyzing incident response times, reductions in theft, vandalism, or shrinkage, and overall resolution rates for reported issues. Comparing pre- and post-implementation data helps demonstrate tangible improvements in safety and loss prevention. Regular audits, surveys, and risk assessment reports can also gauge the reliability and perception of security measures.

Key KPIs to track include:
- Incident response times: Faster responses to alarms or emergencies.
- Reduction in theft/vandalism: Compare loss data before and after implementation.
- Patrol compliance: Track patrol frequency and adherence via GPS or logs.
- False alarm rates: Lower rates ensure focus on real threats.
- Client/Employee satisfaction: Gather feedback to measure confidence in security.
- Client services: Dedicated account representative who supports ongoing needs & can adjust strategy as needed
